Lets begin

open a new canvas 700x700 fill with white

add a new raster layer above your background layer and select all
open paper 12, copy and paste into selection and select none
apply mask and merge group, duplicate mask and merge down
resize mask layer 95%

open element 14 (black flower)
resize 50% copy and paste place in center of canvas
apply mura meister copies, encircle change top number to 9

open element 40 (silver flower)
resize 40%, copy and paste in center of canvas
apply copies again but change the top number to 10 and resize 85%

open element 4 (Gear)
place between your two flower layers
add a gradient glow color black 5.00

open your tube of choice, resize as needed
if using the same tube, I resized 85%
apply xero-bad dream default settings
and drop shadow

open element 59 (clock deco) resize 55%
place as top layer bottom center of canvas
and drop shadow

open element 55, and rotate 90 left
place above your mask layer, top left of tag
duplicate, mirror and flip

open element 53, resize 60%
place behind your tube layer to the bottom left
and drop shadow

open element 34, resize 25%
place to the left of your tag above the clocks
duplicate and resize 70%
move over to the right side of tag
drop shadow both

open element 173, resize 20%
place on the right side of canvas
and drop shadow

open element 149, resize 30%
place on right side of canvas
and drop shadow

open element 144 and flip, resize 25%
place on left side of canvas behind the flower
duplicate and move up and over slightly

open element 115, resize 30%
place in front of tube layer
and drop shadow

open element 112, resize 25%
go to adjust hue and saturation, colorize set numbers to 5 and 93
copy and paste on left side of canvas
duplicate and mirror and resize 70%
place on right side and drop shadow both

open element 94, resize 60% and mirror
rotate right 22
place on right side of canvas above mask layer
and drop shadow

open element 83, resize 20%
place as top layer 
and drop shadow

open element 64, resize 20%
place to the right of the hat
and drop shadow

open element 54, resize 17%
place to the left of the hat
and drop shadow

open frame 14, resize 50%
grab your magic wand and click in center of canvas and expand by 5
add a new raster layer and fill with paper 7, keep selected
open your tube and mirror, place the part you want showing in the frame
selections invert and hit delete on your keyboard, move tube below frame layer
change the blend mode to Luminace L and apply penta color dot default settings
merge all together and drop shadow the frame
rotate right 16, place on right side of canvas

crop and resize your tag
add your artist copy right and your name
save
