Lets begin

open a new canvas 700x700 fill with white

add a new raster layer, select all
open paper 11, copy and paste into selection, select none
open mask and apply, merge group, duplicate
and merge down

open hat2, resize 35%
place to the right of your canvas
and drop shadow
I used -2 -4 70 10.00

open goggles, resize 35%
place to the left of the hat
and drop shadow

open frame6, resize 90%
place on right side of tag, at the top of canvas
drop shadow

open cluster5, resize 40%
place on right side of canvas
drop shadow

open cluster3, resize 40%
place on left side of canvas
drop shadow

open heart, resize 40%
place on right side of canvas
and drop shadow

open your tube, resize 40%
if using the same tube
place in center of canvas
below your bottom elements
above your frame
apply xero porcelain default settings
and drop shadow

open flower3, resize 30%
place on right side, above frame layer
and drop shadow

open flower4, resize 30%
place on right side of canvas below your first flower
and slightly to the right
drop shadow

open flower24, resize 30%
place on right side of canvas
and drop shadow

open leaf3, resize 30%
rotate right 18, place on right side, below your flower layers
duplicate and flip, move down 
drop shadow both

open cog1, resize 40%
place on left side of tag
and drop shadow

open note2, resize 45%
place on left side of canvas
and drop shadow

open deco4
place below your frame layer
move over to center of frame
use your eraser tool, to erase the parts showing in the circles of the frame

open boiler, resize 40%
place on left side of tag
and drop shadow

open boot, resize 25%
place on left side of canvas
and drop shadow

open bottles, resize 20%
place on right side of canvas
and drop shadow

open flower25, resize 20% and mirror
place on left side of canvas
and drop shadow

open flower2, resize 20%
place on left side of canvas
and drop shadow

open ribbon1
place above frame layer
on the left side of canvas
and drop shadow

open wire, resize 20%
place on right side of canvas
drop shadow

open leaf4, resize 20%
place on left side of canvas
below flowers
duplicate, mirror and flip
move to the bottom of flowers
and drop shadow both

Choose a font of your liking
I used BackSlash, size 50, color white
type out "Steampunk Beauty"
lower opacity to 50 and drop shadow

crop and resize your tag
add your artist copyright and your name
save
