This Tag is my own creation, any resemblance to any other tutorial is purely coincidental
I used Psp X but any version will work

Lets Begin
open a 800x600 blank canvas

open frame 3 from the kit
resize 60 percent
copy and paste as new layer
rotate 16 left
place in center of canvas
grab your magic wand, tolerence and feather both on 0
hold down your shift key and select inside
all four frames
go to selections-modify-expand
expand by 4
add a new raster layer
open paper 6 from the kit
copy and paste into selections
move paper below frame layer
keep selected
open element 14 (old car)
copy and paste as new layer
go to selections-invert
and hit delete on your keyboard
select none move car below frame layer
add a drop shadow to your frame
-1,-4,70,10.00

Open your tube of choice
resize if needed
copy and paste as new layer
place to your liking and drop shadow

open element 18 (white string of flowers)
resize 60 percent
copy and paste as new layer
place below your frame layer
duplicate and move the duplicate layer slightly up

open element 30 (ladder)
resize 70 percent
copy and paste as new layer
place above frame layer and to the right of tag
drop shadow

open element 25 (tall grass)
resize 50 percent
copy and paste as new layer
above frame layer and to the left of tag
duplicate twice and arrange across bottom of frame
see my tag for placement

open element 5 (bird)
resize 30 percent
copy and paste as new layer
place on the ladder
drop shadow

Make your bottom background layer active
add a new raster layer
select all
open paper 4 from the kit
copy and paste into selection, select none
open the mask and apply, merge group

open element 3 (bubbles)
copy and paste as new layer
above frame layer
arrange to your liking

open element 32 (butterflies)
resize 80 percent
copy and paste as new layer 
above bubbles layers
and drop shadow

add your name in a font of choice
delete your white background layer
merge visible and resize your tag
add your artist copyright
merge visible and save
